Dedicated bandwidth is guaranteed bandwidth. You will always be able to use as much bandwidth as your dedicated bandwidth plan allows at any time. There are no charges for the amount of gigabytes transferred.

Burstable port speed means that you can burst up to the listed port speed. For example with a 10Mbit/s dedicated bandwidth package you can still reach speeds of up to 100Mbit/s when you need to. Each month you will only pay the cost of the 10Mbit/s package so long as your 95th percentile utilization remained at or below 10Mbit/s the prior month.

Your bandwidth usage is measured every 5 minutes throughout the month. This data is then used to establish your 95th percentile utilization. There are no charges for the amount of gigabytes transferred. You will only pay overage fees if your monthly 95th percentile utilization goes over the Mbit/s rating of your dedicated bandwidth package. The standard overage rate is $13 per Mbit/s over the dedicated bandwidth commitment, but if you wish to upgrade we can make you a custom package. Then you can just pay the difference between packages at the end of the month. For more information on how burstable billing works check out this very informative Wikipedia article.
